Stephen Meer is responsible for ANDE’s vision for information systems in support of our Rapid DNA solutions as well as internal information technology operations, information policy and security.  Mr. Meer also serves as ANDE’s Managing Director of Critical Operations, currently focused on contracting with a number of government entities for implementation of Rapid DNA in Ukraine.

Mr. Meer led the in-country ANDE team that delivered, installed and trained Ukraine National Police and Security Service of Ukraine (Ukraine counterintelligence) in the use and application of ANDE products.  During this time Mr. Meer developed a number of contacts within the Ukraine government that are now pursuing adoption of Rapid DNA in their investigation of war crimes, identification of deceased individuals and implementation of Rapid DNA in nationwide law enforcement investigation including the atrocities associated with the 2022 Russian invasion of Ukraine.

Mr. Meer has been directly involved with the Federal Bureau of Investigation, US Department of Homeland Security and a number of states supporting the technical business and operational aspects of Rapid DNA in jail booking and large-scale integrated systems implementation.  He also participates in international standards groups working to enhance and secure the sharing of forensic information between government entities.

Prior to joining ANDE, Mr. Meer retired from Intrado where he was the co- founder and chief technology officer. He has been involved with public safety technology and operations as well as 9-1-1 for over 40 years. His groundbreaking contributions to public safety and telecommunications include development of the first nationwide 9-1-1 data network; design and implementation of the first enhanced 9-1-1 system using the Advanced Intelligent Network; creation and deployment of the strategy used to integrate wireless communications technology and voice over IP (VoIP) calls into the 9-1-1 network; development and application of satellite communications for delivery of 9-1-1 data to public safety agencies. 

While working in the Sheriff’s Office, Mr. Meer formed the belief that technology could be better used to protect the public. This clarity of vision led him to co-found SCC Communications, now Intrado, with a focus on improving the overall usability, reliability and quality of public safety technology including remote environmental sensing for flash flood monitoring and dam safety, Enhanced 9-1-1 and voice and data radio systems. Mr. Meer played a pivotal role in defining and evolving 9-1-1 infrastructure and other public safety technology through the introduction of appropriate leading-edge technology, business models, information and system security, operations practices and training.  While designing solutions for this critical sector Mr. Meer was awarded over 35 US and international patents covering a wide range of technology and applications.

Starting in 2002, Mr. Meer and his team architected and began implementation of the Intrado Intelligent Emergency Network^TM, a revolutionary technical and business model for 9-1-1 designed to address the country’s growing public safety and homeland security needs. The Intelligent Emergency Network expanded the scope of emergency communications by creating an environment that easily supports new technologies, new content and enhanced public safety applications. This system now supports hundreds of public safety agencies and continues to grow and generate significant public safety and business success.

In recognition of his outstanding achievements, Mr. Meer received a Presidential Award of Excellence from President Nixon for the application of computer technology to environmental protection and The Radio Club of America’s (RCA) Henri Busignies Memorial Award for “significant contributions to the advancement of electronics for the benefit of mankind.” Mr. Meer is a charter-certified Emergency Number Professional (ENP), RCA Fellow, and an active member of the Institute of Electrical and Electronics Engineers (IEEE), the National Sheriff’s Association and the International Association of Chiefs of Police. He is the recipient of lifesaving and meritorious service medals and numerous other commendations as a result of his work in law enforcement.

Mr. Meer is a certified Colorado Peace Officer and Instructor, currently serving as a Reserve Deputy Sheriff/SWAT Team Leader and UAS Program Manager with the Boulder County Sheriff’s Office.  Mr. Meer is a certified Incident Command System Communications Unit Leader (COML) under the framework of National Incident Management System (NIMS).

Mr. Meer is honored to serve as a Director of the non-profit Dr. Scholl Foundation and is a flight hardware team leader for Edge of Space Sciences, a 501(c)(3) volunteer organization that supports STEM education and research using high altitude scientific balloons.
